Mr. Carl W. Caulk was elected to the U.S. Marshals Survivors Benefit Fund Board of Directors in May 2016 and served until October 2016 when he resigned to accept the appointment as the first Executive Director of the U.S. Marshals Survivors Benefit Fund.

Mr. Caulk, a native of North Carolina, attended East Carolina University graduating Magna Cum Laude with a Bachelor of Science in Criminal Justice. He holds a Master of Science degree in Criminal Justice from East Carolina, with certificates in Security Studies and Criminal Justice Education.

In June 1989, Carl Caulk began his law enforcement career as a Special Agent, U.S. Department of Interior, Office of Inspector General, where he investigated white collar crimes throughout the U.S. and its territories. He transferred to the U.S. Marshals Service in June 1996 and was sworn in as a Deputy U.S. Marshal in the District of Arizona and later promoted to Supervisory Deputy U.S. Marshal. He transferred to the District of New Mexico where he was promoted to Chief Deputy U.S. Marshal. In July 2008, he was reassigned to USMS headquarters as Chief Inspector and Executive Assistant to the Associate Director. In headquarters, he also served as the Deputy Assistant Director for Judicial Operations and Deputy Assistant Director for Prisoner Operations.

In May 2011, Caulk was selected for promotion to the Senior Executive Service (SES) and appointed Assistant Director for Judicial Security serving as the principal security advisor for the judicial branch of the government; ensuring the technical and physical security of 2,200 members of the federal judiciary, executive and judicial branch personnel, and over 400 U.S. Court facilities nationwide. He directed programs involving protective operations, intelligence, threat investigation and mitigation, risk assessment, security training, and financial management. He was later reassigned as the Assistant Director for the Office of Professional Responsibility where he led the agency’s integrity and accountability programs, overseeing compliance review, internal affairs and discipline management to ensure risk mitigation across the agency. He retired in December 2015.

He is presently the Owner and Principal of Integritas Creative Solutions which provides consultation, training and instruction to public and private entities in the areas of security, law enforcement, compliance, ethics, organizational management, investigations, threat mitigation, risk assessment, protective operations and protective intelligence. Clients include the U.S. government, tribal governments, Fortune 500 companies, security companies, law firms, consulting companies and non-profit organizations.

Carl Caulk is a member of the American Society of Industrial Security, the Association of Threat Assessment Professionals, the International Association of Chiefs of Police, the Police Executive Research Forum, the National Sheriffs Association, and the Federal Bureau of Investigation National Executive Institute Associates. He is also a member of the U.S. Marshals Museum Board of Directors and the Criminal Justice Advisory Board at East Carolina University.
